You can pursue CPL in Canada right after your 12th (from CBSE / English Medium preferably) or after graduation.

Some Pointers for Choosing the Ideal Flying School

The Flying Base should be located in or near a big city.
The Flying Base should be a busy Commercial Airport having a Control Tower, and not a remote Aerodrome or Airstrip without a Control Tower.
Aircraft Maintenance Facilities (for minor as well as major repairs & maintenance) should be located at the same flying base preferably run by the same flying school, and should not be outsourced to another entity at another location.
Offline Ground Classes should also be held at the same premises and not outsourced to another entity at another location. Some Flying Schools only offer “Online” Classes, which should be avoided.
The Flying School should have at least 4-5 modern Training Aircraft. Aviation Academies having less than 4 aircraft should be avoided.
The total itemized cost of the whole course including PPL and CPL should ideally be not more than CAD 50,000 and should be clearly stated on their website itself along with duration of the full course.
The CPL course should include only the modules mandated by Transport Canada (comparable to DGCA of India) and should not include other add-on modules unnecessarily which are NOT mandated by Transport Canada for grant of CPL. Many flying schools include superfluous modules in their courses not really required for CPL License by Transport Canada making the course expensive without any corresponding benefits.
Typerating should not be done along with the CPL course but always deferred to the point of time of job applications dependent upon the specific Airline’s requirements.
